About the Adak Land Use Permit

Aleut is committed to good stewardship of Unangax̂ lands by protecting our cultural and historical sites to ensure they may be continued to be responsibly accessed and used for generations to come. Aleut’s Land Use Permit program grants access to our ancestral lands on Adak Island. A Land Use Permit is required for all access to Aleut-owned lands, including for recreational, commercial, and research purposes (except for any specific exemptions listed below). Anyone using these lands without a Land Use Permit—or entering Aleut-owned buildings regardless of permit status—is considered trespassing under Alaska State law. Aleut shareholders may obtain a Land Use Permit at no cost but must still complete the permitting process before accessing Aleut land.

Please be aware that Aleut’s Land Use Permit grants access to Aleut’s privately owned lands onlyEntering any Aleut-owned buildings, bunkers, or any other types of structures is strictly prohibited; no access, attempted access, or entry is permitted, whatsoever, under Aleut’s Land Use Permit. Further, the removal of any items, artifacts, or materials from Aleut-owned land, buildings, bunkers, or other structures is strictly prohibited without the express written consent of Aleut. Aleut reserves the right to take any necessary legal or administrative actions to enforce these prohibitions, including but not limited to revocation of Aleut’s Land Use Permit.

Permit Information

  • Adak is the only area currently covered by our online Land Use Permit. Explore maps of Adak here. Please contact us directly if you have questions about access to Aleut-owned lands on sites other than Adak.
  • The Land Use Permit available at this website is for recreational purposes only. Please contact us directly if you wish to apply for commercial or research specific Land Use Permits.
  • User Fee: Recreational Land Use Permit cost is determined based on usage and trip duration. Daily permits are available for $20/day, weekly permits are available for $40/week, seasonal 6-month permits are available for $60, and annual 12-month permits (Jan – Dec) are available for $120. All fees are per person, except if otherwise noted.
  • Each adult person must obtain their own individual Land Use Permit. Minors, who must be accompanied by a parent or guardian, may be covered under their parent’s or guardian’s Land Use Permit. Minors are not charged for recreational Land Use Permits.
  • Land Use Permits are non-transferable.
  • Aleut shareholders and registered descendants are not charged for land use but are encouraged to complete the permit process.

Agreement and Permitted Use

Guidelines Regarding Necessary Land Use Permit Holders:

  1. For Recreational, for U.S. and non-U.S. residents  

    Aleut shareholders and registered descendants must complete the permit process but are not charged for Recreational Land Use Permits.

    The following individuals are exempt and are not required to apply for an Adak Island Land Use Permit:

    (a) Employees of Aleut who are accessing Aleut-owned lands within the scope of their employment with Aleut.

    (b) Government employees at any level, including federal, state, and local officials, and officials of foreign governments, and U.S. Armed Forces personnel engaged in official duties.

    (c) Aleut’s tenants, except for access to other Aleut-owned lands not covered under their current lease.

    (d) Aleut’s contractors who have formal written agreements with Aleut.

    (e) Any special circumstances, as determined by Aleut’s Director of Lands and Natural Resources.

    (f) Emergency personnel, whether government or voluntary, acting in an emergency.

    The following individuals are required to apply for an Adak Island Land Use Permit:

    (a) Visitors and residents of Adak Island who are members of the general public. A resident is anyone who currently maintains a residence on Adak Island.

    (b) Employees of Aleut who are accessing Aleut-owned lands outside the scope of their employment with Aleut.

    (c) Government employees at any level, including federal, state, and local officials, and officials of foreign governments and U.S. Armed Forces personnel acting outside their official duties.

    (d) Commercial cruise lines, one permit per passenger and per crew member is required.

    (e) Contractors performing work for a party other than Aleut but who need to cross Aleut’s privately owned lands to perform their work.

    (f) Employees of schools, colleges, universities, institutions, and private and public corporations who wish to explore Adak Island for potential educational, research or commercial uses.

    Agreement:

    Applicant hereby applies for a permit to enter and use the following sites (“Sites”) owned by The Aleut Corporation (Aleut). Applicant understands that (s)he and all members of (his)(her) party will be traveling across Aleut lands at their own risk. Applicant and all members of Applicant’s party acknowledge the inherent hazards associated with remote and undeveloped lands and hereby voluntarily release Aleut, including its officers, directors, employees, agents, subsidiaries, affiliates and insurers from any and all claims and liability for personal injury, property damage, or economic loss resulting from arising out of activities conducted pursuant to this Land Use Permit. All adults must sign their own individual Land Use Permits prior to land use. For your safety, please file a hiking or activity plan with a friend or family member.

    Permitted Use:

    1. Applicant is hereby granted a limited non-exclusive land use permit (“Land Use Permit”) to enter, occupy, and use the Sites, only (a) on the date(s) and times, (b) for the uses and activities described herein (“Permitted Use”), and (c) agrees to all terms and conditions specified in this Land Use Permit Application and Permit. This Land Use Permit may be revoked by Aleut or any Aleut entity at any time and for any reason without advance notice or liability to Applicant. Applicant shall obtain a copy of the approved Land Use Permit from Aleut and pay any required User Fee before entering the Sites and commencing its Permitted Use. Applicant shall always keep a copy of this Land Use Permit in Applicant’s possession while occupying the Sites and shall show it to Aleut or Aleut entity upon request.

      Land Use Permit holder agrees not to leave any refuse or other material on Aleut-owned lands. Land Use Permit holder further agrees not to disturb the natural habitat in any way.

      Prohibited Uses:

      The Military Reservations (Parcel 4) is a restricted area known to contain live ordnance. No access is allowed. Entering any Aleut-owned buildings, bunkers, or any other types of structures is strictly prohibited. Further, the removal of any items, artifacts, or materials from Aleut-owned land, buildings, bunkers, or other structures is strictly prohibited without the express written consent of Aleut. The following uses and activities are prohibited on or about the Sites without express prior written consent of Aleut, which may be withheld in Aleut’s sole discretion: 

      (a) using ATVs and/or motor vehicles (except on existing roads and trails at Husky Pass and Shagak Bay), (b) discharging of explosives or fireworks, (c) blocking or otherwise obstructing a public or private road or trail, (d) storing, discharging, releasing or spilling any petroleum product or other hazardous material, (e) building or making any type of fire, bonfire, or barbeque, (f) parking of vehicle, other than along a permitted public right of way, (g) littering, waste nuisances or graffiti, and disturbing the natural contour of the land, (h) digging or destruction of vegetation, (i) disturbing archaeological sites.

      Payment of Fees:

      Applicant further understands and agrees that the permit shall only become valid once the requisite fees and charges associated with the Land Use Permit application have been received and processed by Aleut. Until such payment is received and confirmed, the Land Use Permit remains pending and does not grant any rights or privileges.

      Unmanned Aircraft Systems:

      Applicant agrees to comply with all federal, state, and local laws and regulations with respect to usage of drones (unmanned aircraft systems). Applicant shall not fly any drones near the Adak Island airport and shall comply with all laws and regulations that set forth the requisite distance and any other airspace restrictions with respect to the airport.
