This autumn, Candace Nielsen was appointed as Aleut’s new Director of Regional Strategy & Policy, bringing over a decade of leadership in the Aleut region and a wealth of experience in community engagement, public service, and culturally responsive program development. Candace served as Mayor of Cold Bay and Library Director, where she championed education, cultural preservation, and local governance. At the Aleutian Pribilof Islands Association, Candace advanced initiatives in wellness, suicide prevention, and training, ensuring programs reflect tribal values and community needs. Holding a Bachelor’s degree in Rural Development from the University of Alaska Fairbanks, Candace combines policy expertise with a commitment to strengthening Unangax̂ communities. In this role, Candace will lead efforts to shape regional policy and advocate for sustainable, culturally grounded solutions.

A Journey of Service and Advocacy

From her early days traveling throughout the Aleut region with her father, Paul Schaack, Candace Nielsen was inspired by the power of local governance and the impact of policy on daily life.

“My inspiration to pursue a career in policy and regional affairs stems from a deep commitment to serving my region and a desire to create meaningful change at a local level,” she reflects.

Her leadership as Mayor of Cold Bay and Library Director was marked by community and connection—values that remain central to her approach today.

“Serving as Mayor of Cold Bay confirmed my values of Community and Connection because without prioritizing those, we would have never had any growth. My role also taught me the importance of listening and collaboration. The experience showed me that trust and relationships are vital for effective advocacy.”

Strategic Goals for Aleut’s Future

As Director of Regional Strategy & Policy, Candace Nielsen aims to shape regional policy and advocate for sustainable, culturally grounded solutions. Her immediate priorities include improving regional communication, evaluating community strengths and areas needing support, and advancing regional interests, such as fisheries and access projects, at both the State and Federal levels.

“This role involves connecting the different aspects of Aleut’s mission to serve all shareholders, with a particular focus on the opportunities and challenges facing the Aleutian region—our shareholders’ ancestral homelands.”

Culturally Responsive Leadership

Balancing regional policy with the unique cultural needs of Unangax̂ communities is at the heart of Candace Nielsen’s vision. She emphasizes that policy must be shaped by listening to community voices and discussions with leaders.

“Our traditions guide how we care for one another and our environment, and my aim is to ensure these values remain central in planning. Each community may need different solutions, which should be respected and integrated into unified policies that reflect our identity as Unangax̂ people and the region.”

Unangax̂ communities today face significant challenges that impact daily life, including housing, transportation limits, workforce shortages, and environmental shifts. Candace is committed to coordinating resources and ensuring local voices shape policies that truly reflect our region.

“Despite this, our people show resilience and adaptability, supporting each other and leading change.”

Collaboration and Connection

Raised in Nelson Lagoon, Candace Nielsen credits her elders and mentors for shaping her values of community and connection. These principles guide every aspect of her work in policy and engagement, including her talent for fostering collaboration.

“It is my intent and goal to serve as a conduit for all our regional organizations and governments by creating spaces that allow for collaboration to occur,” she says.

Her vision is clear: “It is essential to preserve our cultural heritage and implement sustainable initiatives within the region, ensuring that our children inherit healthy and vibrant communities.”
